Rachel is an energy policy professional with over 10 years of experience working in think tanks, U.S. government agencies, and consultancies. She currently manages Allotrope’s projects to accelerate clean energy investments in key emerging markets. Before joining Allotrope, Rachel lived in Myanmar, where she designed energy access programs with various clients. Previously, Rachel worked in the U.S. Defense Department, where she supported deployment of energy efficiency and off-grid renewable energy solutions in U.S. military operations. Rachel is also an adjunct fellow (non-resident) with the Center for Strategic and International Studies Energy Program. She holds a B.A. from UCLA and M.Phil from the University of Cambridge.
