Senior Energy Specialist


Elisa Portale is a Senior Energy Economist in the Energy Sector Management Assistance Program (ESMAP) at the World Bank. She leads coordination and project management of the ESMAP knowledge products: the Global Tracking Framework (GTF), Multi-Tier Framework Global Survey (MTF) and Regulatory Indicators for Sustainable Energy (RISE). She has worked on several projects on energy access, in particular Energy Access for the Urban Poor Program, Global Status of Electricity Access Report (SEAR) and the Energy Sector Resilience Project. She has worked in several countries in Africa, East Asia and Pacific, South Asia and Latin American and Caribbean. Prior to ESMAP, she worked in Sustainable Development and Climate Change Policy at Fondazione Eni Enrico Mattei. She holds a PhD in Sustainable Development (Energy) and MSc in Economics and is a Harvard Kennedy School Fellow in Sustainability Science
